Comprehensively manage all activities of the Board within the functions and tasks of the Board according to Decision No. 9768/QD-DHBK dated October 23, 2023 of the University Director;
Preside over the development of draft regulations and regulations on foreign cooperation and alumni activities of the University;
Advising the Board of Presidency on foreign cooperation activities in each stage in accordance with the University's development strategy;
Generally in charge of the organization, finance, and communication work of the Board.
Preside over the development of plans and foreign cooperation activities;
Responsible for cooperation activities with partners of European countries (excluding countries in Northern Europe) and ASEA-UNINET, AUF networks, SHARE;
Presides over the work of supporting delegations of University leaders to responsible countries;
In charge of activities related to international training and international student exchange;
Supporting foreign cooperation activities in the field of mechanical engineering including the School of Mechanical Engineering, Faculty of Technical Education;

Support foreign cooperation activities in the field of socio-economics including the Faculty of Economics Economics and Management, Faculty of Foreign Languages, Faculty of Political Theory.

In charge of facilities, databases, ISO, and digital transformation of the Department;
In charge of cooperative activities with academic partners, Ministries/Departments / Domestic industry
In charge of cooperation in funding, scientific research, and technology transfer with domestic organizations and businesses;
Supporting foreign cooperation activities in the fields of Materials, Chemistry, Environment, Life including including School of Materials, School of Chemistry and Life Sciences, Department of Physics.

Supporting foreign cooperation activities in the fields of Mathematics, Information Technology, Electricity, Electronics including the School of Electrical and Electronics University, School of Information Technology & Communications, Faculty of Applied Mathematics & Informatics, Centers and other units of the University.
