High Council for Evaluation of Research and Higher Education (HCERES) evaluating HUST

From March 1st to March 3rd 2017, the High Council for Evaluation of Research and Higher Education (HCERES), France will assess and evaluate the quality of HUST’s training programs.

This is the first recognized event in the Vietnamese tertiary education system when an international organization evaluates Vietnamese higher education institutions.

At the reception ceremony, Assoc. Prof.  Hoang Minh Son – HUST President emphasized: “The vision of Hanoi University of Science and Technology is to become a leading research university in the region with a core of technology and technology to have an important impact on the development of the knowledge economy and contribute to the maintenance of security and peace as a pioneer in the higher education system of Vietnam. Therefore, HUST has made great efforts to compete with leading universities in the region and in the world; thus, the evaluation and accreditation of training quality is very necessary. With a sense of urgency and responsibility, we have completed and submitted the report to HCERES as scheduled on January 20th 2017. HUST is also prepared to welcome HCERES experts to work”.

At the opening, Mr. Xavier Michel - Head of the delegation said that they highly appreciated the serious working attitude of HUST expressed through the quality of information as well as experience in the design of the report. He also thanked for the warm welcome of the University.

As the leading technical training institution, during the past time, the University has actively implemented the quality management system ISO9001: 2008 standards and tested some training programs in accordance with international standards (01 program is accredited by the Southeast Asian University Network (AUN-QA) and three programs are accredited by the European Standards) in order to evaluate all aspects of the University's activities and improve the quality of education.

Among the training programs associated with international partners, Hanoi University of Science and Technology has three high quality engineer programs (PFIEV) funded by the French Government under the Protocol between the Government of Vietnam and the Government of France, which was signed on November 12th 1997 and began its implementation in 1999. These training programs have been evaluated and accredited by the French Engineering Accreditation Institution (CTI) for the period 2004-2010 and 2010-2016. In March 2016, CTI sent a delegation of experts to Vietnam to evaluate and accredit PFIEV's engineer degree for the period after 2016.

Before that, during the trip to France in February 2016 led by Deputy Minister of Education and Training of Vietnam, including leaders of HUST, the University contacted and officially selected HCERES for testing. On April 4th 2016, the Ministry of Education and Training officially sent a letter to HCERES requesting the evaluation and testing of training institutions under the PFIEV program, including Hanoi University of Science and Technology. On October 19th 2016, the HCERES delegation paid a visit to Hanoi University of Science and Technology to carry out a preliminary survey and concluded that the University was fully qualified to meet the requirements of testing, at the same time guided the accreditation process, standards of accreditation as well as preparation for the self-assessment report.

Based on the analysis of the self-assessment report and the direct assessment at the school for three days, the HCERES expert team will prepare a quality assessment report for Hanoi University of Science and Technology and submit it to the HCERES Council for verification on the results of accreditation of the University. Expected results of the test will be announced in June 2017.
