HUST Council Regular Meeting

On January 14th 2017, HUST Council held the regular meeting at Hanoi University of Science and Technology to review the 2016 annual report, as well as the 2017 plan of the President and to approve the university’s Development Strategy and the Council’s terms of reference for the term 2015-2020.

The meeting was attended by 17 out of 19 members of the Council, including Assoc. Prof. Le Minh Thang – Chairman of the University Council; Assoc. Prof. Hoang Minh Son – HUST President and members from outside the university: Mr. Tran Manh Hung - Chairman of Vietnam Post and Telecommunication Corporation (VNPT), Mr. Le Tien Truong - General Director of Vietnam Textile and Garment Group and Mr. Le Manh Hung - Deputy General Director of Petrovietnam.

At the meeting, Assoc. Prof. Hoang Minh Son presented a summary of the 2016 financial and operational report and the operational and financial plan for 2017. The Council reviewed and commented on the reports and noted the university’s achievements in 2016: good admission quality, good doctoral training quality, increased number of ISI articles, improved staff quality; increased budget revenue, increased investment in facilities. However, in 2016, there remain some shortcomings such as the low rate of college graduates, some unfinished projects; ineffective staff use at some units and insufficient recruits at some Schools’ faculty.

The Council discussed and approved the operational and financial plan for 2017, which focus on a number of key tasks such as: keeping the enrollment quota stable as in 2016; reviewing and adjusting the programs of undergraduate and postgraduate education; developing mechanisms to promote technology transfer and commercialization of research products; establishing the Regulation on Organization and Operation and the Regulation on the appointment of the staff; restructuring some units; completing and deploying the job placement and staff evaluation scheme, developing a standard financial reporting system to support the management of the university, developing and issuing financial regulations and income distribution regulations; piloting salary autonomy in some units. In addition, the Council also approved the plan for spending and the investment in facilities and staff development in 2017.

The Council also discussed and approved the University’s Development Strategy, key objectives and solutions for the period 2017 - 2025 and the Council’s terms of reference for the term 2015-2020.

Based on the approved plans, documents and guidelines, the Council will monitor the implementation, timely support and coordinate with the university’s Board of Management to make necessary adjustments during the implementation of the university's comprehensive autonomy.
