Vietnam- Japan exchange government-level notes on a university project

On May 1st, 2022, Mr. Hoang Minh Son, Deputy Minister of Education and Training of Viet Nam and H.E Mr. YAMADA Takio, Ambassador of Japan to Vietnam exchanged Notes "Socio-economic development project" concerning one grant aid project of 550 million yen, in Hanoi, in the presence of H.E Mr. KISHIDA Fumio, Prime Minister of Japan, and H.E Mr. Pham Minh Chinh, Prime Minister of Viet Nam. The grant aid project of 550 million yen aims to sponsor the project to “Increase Research Capacity in welding field for Hanoi University of Science and Technology, Vietnam”, within the framework of Non-refundable Aid of the Government of Japan and in cooperation with Osaka University's Joining and Welding Research Institute Osaka University (JWRI).

This is one of the important documents signed on the occasion of the official visit of the Japanese high-ranking delegation in Vietnam (30/4-01/5/2022).

Accordingly, the Government of Japan will provide 550 million Yen (ODA) for supplying the equipment used for the education and research purpose which will help the project to strengthen research capacity in the field of welding for Hanoi University of Science and Technology. The two sides agreed on the list of supporting equipment for the project. At the same time, the Note also mentioned the necessary measures to ensure the effectiveness of the implementation of this support.

The project's activities aim to support the improvement of Vietnam's research and training capacity through the establishment of Vietnam Welding and joining research Institutes at Hanoi University of Science and Technology and the implementation of scientific research and technology transfer cooperation.

The extensive Strategic Partnership between Vietnam and Japan is expected to continue to develop well and effectively in many fields. The two sides aim to celebrate the 50th anniversary of the establishment of diplomatic relations in 2023. The exchange of this Note contributes to further strengthening education cooperation between Vietnam and Japan in general and the reception of Japanese supported projects for higher education institutions in particular.

Besides, Hanoi University of Science and Technology and Japan International Cooperation Agency and Joining and Welding Research Institute, Osaka University (JWRI) did sign the Minutes of meeting for the “project for cultivating human resources capable of educating welding engineers at Hanoi University of Science and Technology”, Under the JICA partnership program, with the expected budget of more than 91 million Yen. Thanks to the great support from Osaka University, both sides have had a series of discussions to address the following necessity of the Project and apply for funds from the JICA partnership program. In Vietnam, there is a serious shortage of welding engineers who are involved in the design, planning, management, and evaluation of welding processes. This has created many problems in terms of manufacturing technology and quality assurance. In particular, it is essential to increase the number of welding engineers in the supporting industries and small and medium-sized manufacturing industries, which underpin the manufacturing and social infrastructure industries. To do so, there is an urgent need to build a foundation for fostering welding engineers, which leads to safer and more secure lives for the people of Vietnam and the development of the manufacturing industry in Vietnam.

In collaboration with Osaka University, it is expected that the Welding research capacity of HUST would be fully strengthened in the near future.
